Is a full professor in Public Administration and Finance at the School of Management in the Polytechnic Institute of Cávado and Ave (IPCA). In 2008 completed her Ph.D. in Political Science at the University of Santiago de Compostela (Spain). She was Dean of the School of Management at IPCA for almost six years. Her research focuses on issues related to local public finance. In particular participatory budgeting, civic engagement and, local democracy.
